Rachel RouillardRachel Rouillard, Director

As Director, Rachel is in charge of strategic planning for the organization and administration. Prior to her work at PREP Rachel served two terms as the first Executive Director of the NH Land and Community Heritage Investment Authority (LCHIP). During her tenure at LCHIP over 200,000 acres of land and 83 historic structures were conserved and protected across the state, including the Daniel Webster Farm in Franklin, NH, a National Historic Landmark.

Rachel is a native of Keene and has been recognized for her work in NH, receiving the President’s 2009 Woman of Achievement award by Keene State College, named Remarkable Woman of 2006 by NH Magazine, selected as one of the state’s 40 Under Forty by the New Hampshire Union Leader in 2005, and is a 2004 alumnus of the Leadership New Hampshire Program. She earned a B.A. in Geography from Keene State College and a Master’s degree in Public Administration from the Harvard Kennedy School in Cambridge, MA. Rachel is also a Fellow of the Salzburg Global Seminar, Salzburg, Austria.

Derek SowersDerek Sowers, Conservation Program Manager

Derek works on habitat protection and restoration, municipal/regional environmental planning, and climate change adaptation. Derek holds a M.S. in Marine Resource Management from Oregon State University and a B.S. in Environmental Science from the University of New Hampshire. His previous work experience includes eelgrass restoration work at the UNH Jackson Estuarine Lab, restoration and land protection work at the Tillamook Bay National Estuary Program, and estuarine/wetland research, restoration, and monitoring at the South Slough National Estuarine Research Reserve. Derek lives in Durham, NH with his wife and two sons

jill FarrellJill Farrell, Community Impact Program Manager

Jill is responsible for outreach, communications, data sharing, community engagement and stakeholder coordination. Jill is also PREP’s social media maven on Twitter (@PREPCommunity) and Facebook (/PREPCommunity). Jill received her Masters of Science in Natural Resources with a focus on Environmental Policy from UNH in May 2011. Her thesis research centered on participatory action and citizen and stakeholder engagement in the Winnicut River Watershed and her project helped to form the Winnicut River Watershed Coalition. Jill is a native of Cape Cod, Massachusetts and earned her Bachelor of Arts in Communications from Loyola University New Orleans. Jill lives on a 43’ ketch rigged sailboat in the Piscataqua River with her husband Tim and Golden Retriever Toby – yes, year-round!

Phil TrowbridgePhil Trowbridge, Coastal Scientist

Phil coordinates monitoring programs throughout the PREP focus area, compiles data for environmental indicators, and manages research projects.  Phil received his M.S. in Civil and Environmental Engineering from the Massachusetts Institute of Technology and his B.S. in Geology from the University of Washington. He is a professional engineer licensed in the State of New Hampshire. In addition to his role at PREP, Trowbridge is also the Water Quality Standards Program Manager for the New Hampshire Department of Environmental Services.
